The Constitution of has explicitly expressed the principle of gender equality, and the government further established a Women’s Division for the advancement and empowerment of women.  In 1991, the National Women’s Policy was enforced to enhance the role and position of women.  Instead of being exploited victims, the government is making effort on making women as agents and beneficiaries at the same time in the developing process.

      To further guarantee women’s welfare, the government constitutes the Poverty Reduction Strategy.  Women are especially benefited from one of the goals “inclusive social development”.  Projects in this area indeed targets women as beneficiaries include health projects to improve maternal and child health care, the Employment-Oriented Skills Development Project aiming at improving women’s abilities to earn more income, and the Coastal Fisheries Management and Development Project for the protection of fisherwomen.  Further information about Papua New Guinea is available at http://www.adb.org/Documents/CAPES/PNG/cap_png_200324.pdf
