The National Commission on the Role of Filipino Women (NCRFW) was established on January 7, 1975 as a national advisory body for the advancement of women. It aims at the overall integration of gender issues into economic, social and cultural activities, and the substantial equality of both sexes.  With the incorporation of the gender equality principle in the 1987 Philippine Constitution, the first Philippine Development Plan for Women (PDPW) was approved.  Gender and development (GAD) then gradually developed as the major agenda for the government of Philippine, and further gave birth to the Philippine Plan for Gender-Responsive Development (PPGD) 1995-2025.  This 30-year perspective plan provides the guidelines of policies, strategies, programs and projects for increasing women’s participation in every aspect of the society.

        A three-year directional plan named “A Framework Plan for Women” was later designed as the tool to carry out PPGD.  The priorities of this framework contains three areas: promoting the empowerment of women in economy by consolidating gender perspectives in economic programs, enhancing women's access to practical resources such as capital, technology, information, market and training, and avoiding the negative impacts of the globalization of women; advancing and protecting women's human rights through the effective provision of health services throughout the women's life cycle, the responsiveness of government programs on women, especially access to justice and crisis interventions, and  the assistance of disadvantaged women; promoting gender - responsive governance by supporting women's leadership towards good governance (competence, commitment, transparency and accountability), increasing women’s political participation in international, national, and local levels, and strengthening gender - sensitive programs and mechanisms.  Further information is available at http://www.ncrfw.gov.ph/
