To stabilize and improve women・s living standards in Vietnam, The National Plan of Action for the Advancement of Women from 2001 to 2005 (POA2) was adopted to ensure gender equality in all aspects of political, economic, cultural and social life.  There are six specific objectives in this plan: implement women・s equal rights in the area of labor and employment, ensure women・s equal rights in education and create conditions for women to enhance their qualification levels in all aspects, improve women・s health, enhance the role and position and increase women・s participation in leadership and decision making, ensure the realization of women・s rights and benefits and facilitate women・s participation in the family and social-economic activities, and achieve the capacity building and effective operation of the national machinery to the advancement of women. 

         To implement these objectives and monitoring the process, National Committee for the Advancement for Women in Vietnam (NCFAW) should cooperate with Ministries and other branches, especially local governments.  In order to promote active implementation of the plans of action, two ministries namely Ministry of Planning and Investment and Ministry of Internal Affairs have been selected to pilot the direction of the implementation of activities for the advancement of women.
