2011年工作計畫建議
論壇:婦女與經濟政策夥伴(PPWE)

  婦女與經濟政策夥伴(The Policy Partnership for Women and Economy, PPWE)機制,是在亞太經濟合作組織的行動方針中納入性別考量因素,並協助亞太經濟合作組織官員,執行整合婦女參與APEC架構。

  2011年亞太經濟合作會議之主事國-美國,首先將推動透過達成下列特定優先領域目標,建立「無縫區域經濟」的重要提案:(1)強化區域經濟整合並擴大貿易,(2)促進綠色成長,以及(3)擴大監管合作並推動監管融合。雖然性別是亞太經濟合作論壇的跨部門問題,但婦女與經濟政策夥伴將參與這些支柱工作,透過提升婦女參與經濟活動的機會,擴大亞太地區的貿易與投資。

1. 回應領袖/部長/資深官員會議的優先事項與決定,以及商貿諮詢委員會之建議,2011年工作計畫提出以下建議。

  • 密切協調和整合中小企業工作組(SMEWG)、貿易投資委員會(CTI)及其他亞太經濟合作單位的工作,協助其確認與解決亞太經濟合作區域婦女參與經濟活動的相關問題,以提升及簡化婦女與經濟政策夥伴參與亞太經濟合作的程序,並考慮改變機構,支援整合。
  • 2011年全年,透過專案評估與政策意見,為經濟委員會、論壇及秘書處提供性別專業建議。
  • 協助擬定橫跨所有論壇的專案建議。
  • 持續開發可促進亞太經濟合作組織考量性別問題之蒐集、分享與監控優良實務的機制。
  • 利用正式的婦女與經濟政策夥伴工作層級會議,準備並支援九月在美國召開的婦女與經濟高峰會議。
  • 考量在2010年經濟領袖會議中,承諾強化婦女利用訓練、財務、技術與基礎建設,擴大其經濟參與機會的宣言。
  • 同時考量在2010年部長會議中,討論之協助婦女利用能力培養方案、技術與基礎建設的聲明,以及促進非正式和弱勢產業雇用婦女、獲得融資、女性中小企業成長與支援婦女社會企業的配套措施。
  • 討論如何為亞太經濟合作成長策略會議提供貢獻,並提出具體專案建議。

2. 回應部長會議擴大下列參與之要求,與外圍組織之預期活動及/或工作計畫建議

  A) 商業部門,以及
  B) 其他組織/利害關係人,包括國際金融機構(IFIs)及其他國際組織(IOs)。

  • 持續發展與私人部門的密切合作關係並給予支援,包括亞太經濟合作共同體商業部門、學術界、民間社會與政府精英女性組成的婦女領導人網絡。
  • 強化並確認與國際金融機構及其他國際組織之連結,例如聯合國婦女地位委員會(CSW)、聯合國婦女(UN Women)、聯合國發展計畫(UNDP)、聯合國貿易與發展會議(UNCTAD)、聯合國國際貿易中心、世界銀行、亞洲開發銀行及美洲開發銀行等,以協助整合亞太經濟合作組織中的性別考量因素。

3. 確認跨部門問題,並說明如何協調各論壇。

  • 以性別做為亞太經濟合作跨部門問題的原則,繼續推動執行整合婦女參與APEC架構的工作。
  • 配合亞太經濟合作組織秘書處,就專案建議與納入性別考量評估為各論壇提供指導方針,及/或配合各論壇或婦女領導人網絡,提出行動方針或專案建議。
  • 繼續合理化各經濟體及論壇之整合婦女參與APEC架構執行報告流程的工作,以協助婦女與經濟政策夥伴及其他工作小組提出更貼切且具體的結論。
  • 繼續並強化與中小企業工作組及貿易投資委員會的合作任務,為本區域婦女中小企業及微型企業改善商業環境,協助達成亞太經濟合作組織的私人部門發展進度。

4. 2011年預期結果/應完成事項

  為協助推動下列預期結果/應完成事項,將邀請婦女與經濟政策夥伴及其他相關工作小組,於9月13日前往加州舊金山參與會議。

  • 於2011年9月的婦女與經濟高峰會議中,宣布重大政策聲明與結果及追蹤機制。
  • 確保密切並積極追蹤2010年10月婦女企業家高峰會議的結果。
  • 分析並發送各論壇及經濟體之整合婦女參與APEC架構年度活動執行報告。
  • 執行SCE論壇檢視會議中與婦女與經濟政策夥伴相關之建議。
  • 依據2010年日本女性領導人網絡會議之建議,蒐集亞太經濟合作區域(上市)公司之女性董事、女性中小企業主及女性商貿諮詢委員的數量及百分比,做為進度的關鍵績效指標。
  • 擴大其他論壇的參與,並鼓勵其參與執行整合婦女參與APEC架構。
  • 推動並提升政府支持性別提案的認知,以協助貿易自由化、中小企業及微型企業的發展。
  • 協助規畫2012年在俄羅斯聯邦舉行的會議。

Proposed Workplan for 2011
Fora: POLICY PARTNERSHIP FOR WOMEN AND ECONOMY(PPWE)

The Policy Partnership for Women and Economy (PPWE) provides a mechanism to integrate gender considerations into APEC activities and to assist APEC officials to implement the Framework for the Integration of Women and Gender in APEC.

As APEC host in 2011, the United States will prioritize moving forward on concrete initiatives that build a “seamless regional economy” by achieving outcomes in specific priority areas: (1) strengthening regional economic integration and expanding trade; (2) promoting green growth; and (3) expanding regulatory cooperation and advancing regulatory convergence. Given that gender is a cross-cutting issue among APEC fora, PPWE will work in these pillars, aiming to expand trade and investment in the Asia Pacific region by enhancing women’s economic opportunity.

1. Proposed Work Plan for 2011 in Response to Leaders/Ministers/SOM Priorities and Decisions, and to ABAC Recommendations.

  • Improve and streamline the PPWE’s involvement in the APEC process by more closely coordinating and integrating its work with the SME Working Group (SMEWG), Committee on Trade and Investment (CTI), and other APEC entities to assist them in identifying and addressing issues related to the economic engagement of women in the APEC region.  Consider institutional changes to support that integration.
  • Provide expert advice on gender to Economies, Fora and the Secretariat through project evaluation and policy input throughout 2011. 
  • Assist in the development of project proposals across all Fora. 
  • Continue to develop the mechanism to collect, share and monitor good practices that advance the consideration of gender issues across APEC. 
  • Use working –level official PPWE meetings to prepare for and support the development of a Women and the Economy Summit in September in the United States. 
  • Take into account the 2010 Economic Leaders’ Declaration which commits to focus on enhancing women’s access to training, financing, technology, and infrastructure to maximize their economic opportunities.
  • Also take into account the 2010 Ministerial Statement which mentioned facilitating women’s access to capacity building programmes, technology and infrastructure; and supporting measures to promote employment for women in informal and vulnerable sectors, access to financing, growth in women-led SMEs and support for social enterprises for women. 
  • Discuss how to contribute to the APEC Growth Strategy and come up with concrete project proposals.

2. Anticipated Activities and/or Proposed Work Plan with outside organizations in response to Minister’s call for greater engagement with:

  A) Business Sector; and
  B) Other Organizations/Stakeholders, including the International Financial Institutions (IFIs) and other International Organizations (IOs)

  • Continue to develop a close working relationship with and support the private sector, including the Women Leaders’ Network which includes women leaders from the business sector, academia, civil society and government from the APEC community. 
  • Strengthen and identify links with relevant IFIs and other IOs such as the Commission on the Status of Women, UN Women, UN Development Programme (UNDP), UN Conference on Trade and Development (UNCTAD), United Nations International Trade Center, the World Bank, Asian Development Bank, and the Inter-American Development Bank etc, to support the integration of gender considerations in APEC.

3. Identify cross-cutting issues and explain how they will be coordinated across Fora.

  • Continue the efforts to advance the implementation of the Framework for the Integration of Women in APEC based on the principle that gender is a cross-cutting issue in APEC. 
  • Work with the APEC Secretariat in providing guidance to Fora on the inclusion of gender considerations in Project Proposals and Evaluations and/or collaborate with Fora or WLN to propose activities or projects accordingly.
  • Continue the process of streamlining the reporting process for Economies and Fora on the implementation of the Framework for the Integration of Women in APEC that will help PPWE and other working groups to make more relevant and comparative conclusions 
  • Continue and strengthen collaborative work undertaken with the SMEWG and the CTI to improve the business environment faced by women-led small, medium and micro-enterprises in the region, to assist in fulfilling APEC’s private sector development agenda.

4. Expected Outcomes/Deliverables For 2011

To facilitate the development of the following expected outcomes/deliverables, the PPWE and other related working groups will be invited to meet on September 13 in San Francisco, CA.

  • Announce significant policy statements and outcomes, with follow-up mechanisms, at the Women and the Economy Summit in September 2011.
  • Ensure close and active follow-up on the outcomes of the Women's Entrepreneurship Summit of October 2010.
  • Analyze and disseminate reports from Fora and Economies on their yearly activities to implement the Framework for the Integration of Women in APEC. 
  • Implement the recommendations of the SCE Fora Review relevant to the PPWE. 
  • Collect the number and percentage of female board members of (listed) companies, female SME owners, and female ABAC members within the APEC region as Key Performance Indicators of Progress, as recommended by the WLN in Japan 2010.
  • Increase engagement with other Fora to encourage their engagement in implementing the Framework for the Integration of Women in APEC.
  • Promote and improve governments’ awareness to support gender initiatives to assist trade liberalization, Small and Medium Enterprises (SME) and Micro-Enterprise (ME) development. 
  • Support the planning of 2012 meetings in the Russian Federation.
